Pay 4-Performance Sequel

By Energy Rant 3 Comments
For some strange reason, I’ve learned a lot about pay for performance in recent weeks. To spare tongues everywhere, let’s call it P4P. P4P efficiency programs are on the move once again. It is interesting to note that the last time P4P was the rage was during the deregulation gambit, almost 20 years ago. Like denim preferences, what goes around comes around with efficiency fads. The Original One of the most popular programs during the prior faddy P4P era was called a “Standard Offer” program. What marketing genius(es) coined that brand? I like metaphors, but I can’t think of any…

Evaluation, Measurement and Verification 2.0; A Whale Bus or an Airbus?

By Energy Rant 2 Comments
Evaluation, Measurement and Verification 2.0, or EM&V 2.0, is a nerdy term coined in 2014, according to this blog by Northeast Energy Efficiency Partnerships (NEEP). The hype of EM&V 2.0, which I will explain later, is that it will automate measurement and verification, putting us engineers out of business. This is not going to happen anytime soon. Definition 2.0 The definition of EM&V 2.0 boils down to using utility meter interval data, typically hourly or sometimes every 15 minutes, or maybe even 5 minutes, to disaggregate and measure impacts from energy efficiency measures. One could consider that EM&V 2.0 is…

Performance Contracting – Getting it Right; Avoiding #1 Matches

By Energy Rant 2 Comments
Per the Energy Services Coalition, energy service companies (ESCOs) that deliver energy savings performance contracts do the following: Identify and evaluate energy-saving opportunities Develop designs and specifications for construction Manage the project to installation and monitoring Arrange financing Train staff and provide ongoing services Guarantee savings will cover all project costs What’s not to like?A band of demons staked out in the contract details. I was reminded of this by this noteworthy article published in Buildings magazine. After discussing the author’s points, I will add plenty of my own guardrails to protect energy users from derailing over the cliff into…

Clean Power Plan (CPP) – The Next Layer

By Energy Rant No Comments
Last week, we scratched the surface of demons in the Clean Power Plan (CPP) details.  Let’s see what lies on the second layer below. There are two methods for counting, scoring, and achieving compliance in the plan: mass based and rate-based plans.  To recap, mass based is the simpler of the two. For starters, it includes one metric: tons of CO2 emissions from stationary power suppliers.  The second is, I believe, far more complicated.  Why?  Glad you asked. The rate based approach would appear to be an itty bit more complicated, like steaming broccoli versus steaming carrots.  The only difference…

Opt Out Ruse

By Energy Efficiency, Energy Rant, Government, Utility Stuff No Comments
In October 2011, the American Council for an Energy Efficient Economy delivered a report, “Follow the Leaders: Improving Large Customer Self-Direct Programs”.  But before I discuss/interpret that, what is a self-direct program?  Some large energy users wish to opt out of utility sponsored energy efficiency programs, and specifically they want to avoid paying the energy efficiency cost recovery rider.   This particular rider is a surcharge, similar to tax on gasoline that is supposed to be used for roads.  These large energy users state they can better invest this money in their own energy efficiency program – a self direct program.…

Tapeworm or Honeybee?

By Energy Efficiency, Energy Rant, Government, Utility Stuff No Comments
Earlier this year I was partaking in an interview for a large project and we were asked a formal list of specific questions, the last of which was, why should we hire your team?  While one possible response would be to ramble on for a few minutes about how great we were as demonstrated by this, that and the other, I thought of a different direction. We are passionate about energy efficiency.  We are passionate about getting it right. We are passionate about making a difference and improving things. If you do not want these things, we are not your…

Playing with Fire

By Energy Efficiency, Energy Rant, Stimulus, Tax Stuff 3 Comments
I was pretty much like every other 12 year old boy.  I liked fire, explosions, and crashes.  If you think I’m crazy, why are movies sometimes beginning to end filled with the same?  Enough said.  Growing up on the farm there were always plenty of things to burn.  One time I asked my dad if I could burn an old cattle feeder that we no longer used.  No problem. You never see these things anymore but they were wood structures, like a weekend cabin that could withstand an F4 tornado, except it was all wood, nails and fasteners – solid…
