In recent weeks, I have been spending considerable time examining energy management system projects for energy efficiency program evaluation on the east coast.  My conclusion is this: blown opportunity abounds. Natural gas utilities tend to howl about making EE goals because it is much more difficult to capture savings for natural gas than it is for electricity.  With one giant exception, lighting, this isn’t really true and I do not agree.  Lighting retrofit/replacement is indeed easy for a number of reasons: Utility DSM product managers and account managers understand it. We do a LOT of energy efficiency program evaluation and measurement and verification work all over the country; make that North America.  Program evaluation consists primarily of process evaluation (process) and impact evaluation (impact).  Our work is almost entirely in the impact side and I know just enough to talk dangerously about process.
